Does my new last name need to be on my marriage certificate?

No, it doesn't. Your marriage certificate will most likely show you and your spouse’s legal names at the time of your marriage which is all the evidence you need to start the name change process. Most marriage certificates only list each spouse's name at the time of the marriage and do not list a specific married name.

If your marriage certificate indicates that you chose not to change your name after marriage, then in order to change your name you will need to obtain a court order through your county courthouse before you can begin the name change process.
